		<description>Yes, this is within the city limits.  Portland metro is a bit over 2 million people and the 20th or so largest metro area in the US.  Metro areas are more telling, I think.  We have a lot of landforms that have kept cities technically separate.  But cities like Denver or Houston can just expand their city limits forever.  See here:

		<description>What is amazing is how fast the populations ramp upward in the top 10.  For example, there isn&#039;t much population difference among the middle slots, but New York City alone outnumbers positions 11-21 (almost 11-22).

Another example: #2 Los Angeles has over a million more than #3 Chicago, but #23 Seattle has only 45K more than #31 Portland.
