Yes, it's an abstract.

From the OCT page:

"The colorful abstract design was selected after an open competition that had over one hundred entries from Oregon artists. The plate was designed by Kelly Kievit, a fine artist who is currently working as a graphic designer in Portland. Rather than attempting to represent "culture" through specific images, or emphasizing one cultural sector over another, the Oregon Cultural Trust chose a design that is bold, abstract and distinctive."

That's a great addition to the selection of plates, and the first in the non-profit category to have its own design. (And sure it's ironic, but most bicyclists also drive.)

I just wish they'd come up with a better design for the cultural trust plate. What the hell is it, anyway? Detail of an abstract painting?
