If you see a double parked vehicle call Parking Enforcement at (503) 823-5195. Put it in your cell and call it when you see it. Note license plate / model / make. The "lane takeover" was one of the first things I noticed after moving to Portland, and is probably still my #1 pet peeve about Portland drivers. I can't count the number of times I've seen somebody get in the wrong lane to make their turn, and instead of just going around the block they will sit there with there blinker on, making everyone behind them wait until the lane they want is clear.
